There is no alternative to this administrative system. The Union will go, you will not have a united India if you do not have good All-India Service which has the independence to speak out its mind, which has the sense of security that you will stand by your work. If you do not adopt this course, then do not follow the present Constitution, substitute something else these people are the instrument. Remove them and I see nothing but a picture of chaos all over the country.

The genesis of Indian Administrative Service lies in the erstwhile Indian (Imperial) Civil Service of the British rule, which being an instrumentality of the Empire was rightly termed as neither Indian, nor Civil nor Service. However post-independence, when I.A.S. was created under Article 312 of the Constitution of India in 1950 as an All India Service, its role and character completely changed in line with the vision of SardarVallabhbhai Patel as per his above-mentioned address before the Constituent Assembly to that of the steel framework of the administration in India. This has made IAS one of the most sought after civil service of India which has become the dream, goal and objective of the majority of the students to aspire for.

Does merely aspiring to be a civil servant make the dream come true? Tagore in his highly meaningful statement has very aptly answered this question. No doubt entry to civil service is not so easy; neverthless at the same time not impossible, but certainly difficult tasks as crossing the sea by shear hard work of a shark and focus with the eyes of an eagle.

It doesn’t need to be a gold medalist or topper in academics either for being successful in the Civil Services Examination conducted very fairly by the Union Public Service Commission, but it is unavoidable to be focused, specifically, appropriately and objectively prepared for the examination in the way and structure which is expected of an Officer to be.
